So why does it take only one or two votes to kick someone out when there are 12 people in a room and an admin wasn't even present? Minority rules, eh?
It takes at least 3 votes to boot someone, UNLESS that person has been previously booted from a room. The warn triangle and boot privaleges are given to players after a few weeks as ISketch is on the whole a self-governing game, admins aren't always around.

I sometimes can vote on someone and it only takes one vote, as Godiva mentions above. (I guess they've been naughty in another room and already have voted against them). But Plutocracy? Can someone please tell my bank accounts that I'm wealthy?

First off, welcome to the forum, as you may not know we are an unofficial forum and we would highly reccomend reading the rules to make sure your visit is highly enjoyable everytime you log on.
The game was created so that users could keep the game running by playing when they wish and voting against a player when they violate the rules. When a user is voted against it normally takes three votes, but when the same user has been voted for in the past the votes can add up. So in the case of a player being kicked after one vote or skipped after one vote that would be because the user has votes against him already. The reason regular users have the voting option is so that an admin can be notified, but in the case one cant be found or isnt on, three users can vote to skip his/her draw or to kick the player.
But please be aware that if you abuse your vote and an admin see's it or if you vote to boot for no reason the system or an admin will kick you for vote abuse and your votes will be removed. If you continue to abuse your votes it will eventually end up in a permanent removal of your votes or possibly a ban/kick. So please remember for the admin's sake and other users please respect the system and dont abuse your vote.

Oh cookies! omnom thx! there's always be why and whyx99... so why don't you just try "THE IGNORE" option till you get yourself so angry? this mighty button save admins' and reduces their heavy work yes heavy work...!! so unless it's an insult to an injury(really) pls try ignore button...I try myself too.. there aren't many admins as we think around (on and off/they're human beings too!) so we're gonna have to take care of the situations ourselves sometimes....Rules; No.1)stay calm 2) press ignore button! 3) inhale 4)don't forget to exhale! 5) leave the crime scene for some mins then come back 6) call an admin (last option) 7)in case of no response leave the game for a while and grab a book! Good Luck! Enjoy the game....
