The weapon is copied and both are aimed at one shoe each. A big area in the Mojave desert has been cleared and many people who still live too near are evacuated under the pretext of a meteor impact. Rumour has it, however, that the middle east is going to attack the area. When the scientists then fire, a big crater forms around the shoes (which are, of course, still in perfect state). Many die and the country demands declaration of war.

Some of the middle east countries are not prepared for this situation, but doesn't want to seem like cowards, so they start bluffing; the world experiences a Cold War II. Over time, new presidents are elected and the truth behind the 'attack on the shoes' gets lost (documents were stolen by people who'd benefit from a war and people in the CIA are bribed to resign). The 'war spirit' still lives among the people, however, so eventually there is a World War III.
